Joint Emergency Preparedness Program (JEPP)FISCAL YEAR 2012/2013 - General Information NEW this year: JEPP application forms and supporting documentation for 2012/13 are due at your EMBC Regional Office on or before October 15, 2011. The program supports initiatives such as emergency plans; training; equipment; Chemical, Biological, Radiological and Nuclear (CBRN) emergency preparedness; and Urban Search and Rescue (USAR) equipment and training. Applicants must apply through Emergency Management BC (EMBC) for JEPP cost-share funding. The Province reviews all applications and forwards recommended eligible projects to Public Safety Canada (PSC) for approval. Only applications submitted by local authorities, aboriginal communities and provincial ministries can be accepted. Aboriginal communities must include a Band Council Resolution with their application. The federal contribution for accepted applications will normally not exceed 50 per cent of the total project costs. Applicants are confirming they have funding available for their portion of the project cost and that the project will be completed by March 31st, 2013. JEPP funds will not be paid out in advance. Funds will only be provided for pre-approved expenses upon satisfactory completion of a project and proof of payment. Applications and Claims with missing information cannot be accepted. Please ensure your application and/or claim is complete to avoid delays and possible missed deadlines. Projects that were started prior to the date of the Project Approval Notification Letter will not be eligible for cost-sharing. Audits are required by a certified auditor for projects with federal cost-share of $150,000 or more. The cost of the audit is not cost-shareable. When the requirement for audit is anticipated, the applicant should engage an independent auditor (normally this would be the applicant’s audit firm). If the applicant’s independent auditor requires functional guidance during the course of an audit, audit staff may confer with Internal Audit and Advisory Services, Office of the Comptroller General, Ministry of Finance at http://www.fin.gov.bc.ca/ocg.htm.
