Significant occurrences:
1. VIR Region - 07 Oct. - UPDATE. Bul.#4001, item 24 refers.
16 Nanaimo SAR, 9 Arrowsmith SAR, 14 Cowichan Valley
responded to RCMP call out to a lost 4 x 4 driver and
passenger. Missing persons walked out on own 8 Oct 01.
2. SEA Region - 08 Oct. - 5 Sparwood SAR members assisted BCAS with
rope rescue for a motor vehicle that went over an
embankment. Subject suffered spinal injuries and was
brought up by SAR team and taken to hospital by BCAS.
3. NWE Region - 09 Oct. - 5 Prince Rupert SAR responded to RCMP
request to search for a possible missing person after
a flare was sighted. Search was stood down after RCMP
determined the call was a hoax.
4. NWE Region - 09 Oct. - 2 Bulkley Valley SAR responded to search for
a moose hunter reportedly 10 days overdue. He had set
out alone from Kitwanga en route to the Dease Lake
area. PEP Air and SAR team were stood down when the man
showed up at his starting point.
5. VIR Region - 09 Oct. - 25 Campbell River SAR responded to rescue a
male who suffered a seizure and fell into Campbell
River. The man was found in a semi comatose state and
SAR members packaged him and passed him to BCAS for
transport to hospital.
6. CTL Region - 10 Oct. - 20 Central Okanagan SAR were requested by
RCMP to locate two overdue wood cutters outside
Kelowna. SAR was stood down after RCMP reported that
the two were located in another area in good
condition.
7. CTL Region - 11 Oct. - 15 Central Okanagan SAR members responded to
search the North Glenmore area of Kelowna following
report of a possibly suicidal male missing from a
group home. Search was stood down after RCMP located
him at a nearby Tim Horton's.
8. NWE Region - 11 Oct. - 28 Bulkley Valley SAR and 1 New Hazelton
SAR member responded to search the Kitwancool area
near New Hazleton for a female mushroom picker. She
was located alive, cold and slightly injured. BCAS
attended and transported her to medical clinic.
9. SWE Region - 11 Oct. - 19 North Shore Rescue members responded to
search the Ambleside area following report of a
missing female. She went for a walk on 9 Oct and
failed to return. Extensive search of the area failed
to locate any trace of the missing female. Search was
stood down.
10. NEA Region - 12 Oct. - 3 Fort Nelson SAR members assisted by
3 Dawson Creek PEP Air responded following report of
a pregnant female and her family missing between
Fort Nelson and Fort St. John along Hwy #97. The
missing subjects were en route to hospital but failed
to arrive. RCMP from Fort Nelson and Fort St. John
conducted checks along the route. PEP Air assembled
to conduct an overflight of the highway but did not
get airborne. Search was stood down after RCMP located
the family in a hotel in Fort St. John.
11. NEA Region - 12 Oct. - 1 Williams Lake SAR member responded to
search for a 5 year old autistic boy who wandered away
from his home. Before SAR team could muster, the boy
was found okay by family, friends and RCMP.
12. SWE Region - 12 Oct. - 13 Chilliwack SAR and members of Central
Fraser Valley and Kent Harrison SAR responded to RCMP
request to search for an elderly male suffering from
Alzheimer's. Male located by SAR team sitting in lobby
of Chilliwack hospital. He was okay.
13. SWE Region - 12 Oct. - 6 Pemberton SAR responded to BCAS request
to assist in rescue of a male with a broken leg who
was stranded on shore of Lizzie Creek near Pemberton.
Injured person carried out to waiting ambulance.
14. VIR Region - 13 Oct. - 32 Salt Spring SAR assisted RCMP in search
for an 84 yr old female suffering from dementia that
wandered away from Lady Minto hospital. A neighbour
later spotted the subject wandering in the yard of
her former residence. She was okay.
15. SWE Region - 13 Oct. - 8 Kent Harrison SAR responded to RCMP
request to check out a signal light received from a
boat in distress. On further checking SAR team found
"boat" in distress was actually a light from a
navigational aid.
16. NWE Region - 13 Oct. - 5 Fort St James, 5 Burns Lake, and
1 Vanderhoof SAR, assisted RCMP in search for a moose
hunter who became separated from his hunting party in
the Tezzron Lake area near Fort St. James. Subject
was located alive by RCMP and taken out of the area.
17. SEA Region - 14 Oct. - 1 Revelstoke SAR member responded following
report of an overturned vehicle in the Illecillewaet
River. SAR was stood down after RCMP determined vehicle
had been stolen and dumped in the river. Vehicle was
unoccupied.
18. SEA Region - 14 Oct. - 1 PEP Air member responded to request from
RCC following report of possible aircraft crash in
the Mission/Deroche area of the Fraser Valley. Search
stood down when RCC reported the object was a
meteorite that landed in the Banff area.
19. SEA Region - 14 Oct. - 10 Golden SAR assisted RCMP in investigating
report of an overturned boat sighted on Kinbasket Lake
by a passing CP rail crew. On arrival at scene SAR were
informed by RCMP that the boat's owner had been
contacted and had advised no occupants were on the
boat.
20. CTL Region - 14 Oct. - 3 Peachland Marine Rescue members were
contacted by RCMP to rescue two wind surfers reported
to be in trouble on Okanagan Lake. Rescue team used
their zodiac to recover the subjects who were then
turned over to EHS to be checked for hypothermia.
MISCELLANEOUS
COALITION FORCES ATTACK AFGHANISTAN
Key Information:
Military forces from the United States and Great Britain repeatedly
struck selected al-Qaeda and Taliban regime targets harbouring
suspected terrorists in Afghanistan. Canadian military forces have
been committed to the campaign against terrorism. Muslim extremists
have vowed to wage a holy war against any country that helps the
U.S. wage war.
National/Provincial Summary:
There is currently no known specific threat against Canada. There is
a very high level of threat against American interest's world wide,
including American assets in Canada. There is a risk of an accidental
or unintentional explosion or discharge should Canada be used as a
terrorist staging area. Canada would be significantly impacted by
further major terrorist attacks in America. A National Critical
Infrastructure Protection Program (NCIPP) has been established to
identify vital facilities, assets and networks, in conjunction with
provinces/territories. Heightened security at all Canadian Forces
facilities. RCMP "E" Division Emergency Operations Centre operating
24/7. The province emergency management structure continues to
maintain a high level of vigilance and an immediate activation and
readiness status.
Provincial Activity - Underway/Anticipated:
Working group convened on terrorism with representation from key
agencies including: RCMP, Military, Federal Office of Critical
Infrastructure Protection and Emergency Preparedness (OCIPEP),
BC Hydro, BC Gas, Telus, PEP, Police Services, Ministry of Health
Services and several provincial ministries. PEP is participating
in the RCMP lead provincial Emergency Response and Security Entity
(ERASE) Task Force and Threat Risk Assessment and Intelligence Team
(TRAIT).
Ongoing interagency orientation workshops are being held around the
province as a component of TEAMS training to outline the province's
and agencies roles and responsibilities during emergencies and
disasters. Briefings have been provided to ministry security
officers and business continuation planning coordinators on consequence
management, including potential risks and the province's integrated
response model. Ministry resources will be required to support the
provinces input to the national critical infrastructure protection
program.
CODE 2 - DANGEROUS GOODS INCIDENT
On 11 Oct 01, a natural gas leak occurred in Rossland resulting in an
evacuation order issued by the Fire Commissioner. BC Gas advised the
leak was coming from a 3/4 " service line that was leaking
underground. ESS set up a reception centre and EOC in Rossland was on
stand by. BC Gas located and capped the leak, after area's were checked
and secured the Fire Commissioner rescinded the evacuation order and
residents were let back into the area.
EVIDENCE SEARCH
On 13 Oct, 20 members from Vernon SAR responded to RCMP request to
search urban Vernon for evidence from an overnight homicide. Evidence
was located and placed in the custody of the RCMP.
