Organization Within Government

The Provincial Emergency Program (PEP) is a division of the Ministry of Public Safety and Solicitor General, Emergency Management BC. PEP works with local governments year round, providing training and support before, during and after emergencies.

PEP has its headquarters in Victoria and incorporates six regional offices in Surrey, Kamloops, Nelson, Terrace, Prince George and Victoria. See the approximate boundaries of the regions on a map of British Columbia.

Vision, Mission, Values and Objectives Statements

Vision:   Integrated emergency mitigation, preparedness, response, and recovery based on proven practices for enhanced public safety.

Mission:   The Provincial Emergency Program enhances public safety and reduces property and economic loss from actual or imminent emergencies or disaster by:

  • Providing leadership, expertise and resources towards promoting individual and community awareness and preparedness;
  • Advising the Province, local authorities and First Nations on emergency prevention strategies;
  • Coordinating and ensuring timely responses to emergencies and disasters;
  • Collaborating with agencies to provide for coordinated recovery and reconstruction efforts.

Values:   In all its relationships and operations, PEP demonstrates:
  • Integrity: We are open and honest with one another and our partners and stakeholders;
  • Innovation: We are proactive and progressive in our efforts to meet the needs of British Columbians;
  • Accountability: We are responsible for our actions and accountable to the public whom we serve;
